Changing the default address list from GAL to another through GPO?

I have set up different dynamic address lists based on my users place in the organization. I am wanting to have the default address list to be defined as that user's dynamic list instead of the GAL. I still want the GAL a possible list but just not the default one that comes up first. I know I can do this manually in the client and have looked through the Outlook addin for GPO, but cannot see or find it anywhere. Does someone know how to do this?
