Changing signalling from DMS 100 to NI2 between nortel Option 81/Telco

Last night was a long night with telco. We were trying to change our signalling on the Nortel Option 81 switch from DMS 100 to NI2. We are using 8 T-1 PRI circuits to talk to CO. Everything was going great until we hit a snag on rebuilding the loops. Apparently only two of our loops were set up with Dch's, the other 6 were not (they had all 24 channels open and idle). After spending some time on the phone with ATAC they told us the problem was that all of our T-1 circuits needed to have DCH's. Also this would mean that we would have to purchase at least one (best case scenario) or two (worst case scenario) MSDL cards and possibly the associated cabling. Now here is my question. If these 6 other circuits were configured using the DMS 100, and working, then why would that have to change just because of the switch to NI2? Our configuration was set up so that our loop 87 and 121 was assigned Dch's 54 and 55 respectively on ch 24. the other loops (84, 106, 108, 109, 116, 117) had no associated dch.

I know there is other info missing but that is what I remember off the top of my head.

We were trying to change the signaling on all of the PRI's to NI2 from D100.
