changing reg permissions from the command line

I have to come up with a way of changing the permissions for the following reg key from the command line so I can roll it out to lots of machines running XP Pro.

HKLM\Software\Microsoft\MSLicensing

I have to give users full control where the default is read only.
I have came across subinacl but have never used it.

Can anyone help.
