changing "save picture as"default directory ????

Is there a REGEDIT tweek for changing the default directory that open when you want to save a picture off the internet,IE 6 ?? some machines start in "my pictures" other PC's start in other directorys.And when I go to browse to find the place I want to put the pictures,it'll scan the A drive first then make the other directorys available.
I'm using win98se on all machines.
any ideas

When you right click and save something off the net, (NOT DOWNLOAD)Windows will automatically go to the folder which was last used to save this type of file. For instance say you saved a .bmp in folder "A" a .jpg in folder "B" and a .gif in folder "C"

Now if you try to save a .jpg it would start in folder "B" or a .gif in "C" etc

To my knowledge there is no default folder for saving this way

Do not confuse this with DOWNLOADING a zip, mp3, etc - these will go to C\Downloads - unless you change the default download folder.
