Changing Power Options for ALL Users

We just purchased 100 new laptops with Windows 2000 Pro installed. We also purchased 100 docking stations for them. By default, the Power Option is set to turn the hard drive off after 15 minutes (IIRC) on both Powered and Battery settings. Now this is fine for battery settings but I want the Powered setting to be Never. Is there any way to set it up, whether it be Group Policy or registry or whatever, that no matter who is logged in, the Power Option is Never in powered mode. Right now we have to change it for each user who logs in. We want it to be for all users, regardless of who logs in. Can this be done?
 
if u change it for one user and then log in as a administrator and then copy ntuser.dat from the first persons profile to the allusers and default user profile then it should stay set for everyone who logs onto that laptop.
