Changing passwords without connecting to the domain

Let me know what info I leave out.

Outlook 2000 with Exchange 2000 on Windows 2000 Advanced Server.

How would a user go about changing their password without connecting to the domain. When they try now they get a message that "your Windows NT password could not be changed. Please check the information and try again."
 
I've never been able to do that. I don't believe you can. If anything, you would have to talk to the network admin and tell them to reset it to a default 123456 or something and then it would let them into the domain to change it. But not without being connected. I'd be glad to admit I'm wrong if there's another opinion on it....
