Changing Password Group Policy

I want to change the Windows 2000 server group policy for passwords for everyone in the domain, so that users are held to certain complexity requirements. How will this effect them at next log on? Will the complexity requirements take effect the next time the users choose a new password, or will they be required to change them at next log on if their current ones don't meet the requrirements? Any help/advice from someone who has done this before would be much appreciated.
 
If you change the complexity requirements and users login with existing non-complex passwords, they are not forced to change their password. However, when the password expiration passes the user will then need to use complexity.
