i have a vfat partition that automatically mounts to a directory. the owner is root, but if i log in as root and use "chown newuser dir" it says i dont have permission.

you have to mount vfat volume with UID key
like this :
# mount -t vfat -o uid=500 /dev/hdsome /mnt/fatdir

sorry didnt read about automatic mounting.
then you have to edit /etc/fstab file. 4th column is options column. just add uid=xxx, where xxx is your uid. i hope it helps.
