Changing object layering not working?

Help instructions:

In the Paper layout view verify Confine mode is off (verified)
Click the object you want to move (here when I click on the field outer frame is selected only)
Choose one of the following items:
Bring to front to move object in front of all other objects
Send to back to move object behind all other objects (when I click here to move selected frame back nothing happens in layout!?)
...

I am just trying to select a field under repeating frame by clicking on it but it seems to be a kind of misterious task?
