We are currently in the process of switching ISP's and I'm curious as to what all we need to do to make sure that our website, email etc will work. We have all the new public IP addresses available to us. We currently host our web server and exchange server on site. We also have an account with network solutions. We do not host our own DNS however.

You want to time your DNS change. Some DNS changes take up to 48 hours. Check with whomever is managing your public records to coordinate the change to your new public IP's.

Have your DNS administrator (supplier) reduce your time to live values all your DNS records to their minimum a few days before the move, this will shorten the transition period.

How can I tell who is managing the public records?

It might be your curring ISP?
You could go to Whois.Net, type in your public domain and see who you are Registered with.
Do an NSLOOKUP on your public name and see which DNS server resolves.
