changing IP address of PC

hmm... Well, I know that you can SPOOF your IP using a proxy program. So that if you visit websites it will appear that your IP is actually the IP of the proxy, but I don't think that's what you want is it.
As for changing the IP on your system.. I think you can do it like this. (I'm on XP so I don't know how well I remember the others)
win98: Right-click Network Neighbourhood on the desktop, click properties. A window with a list pops up. select TCP/IP from the list (if there are multiple TCP/IP's, select the one that points to the network card who's IP you want to change) then click properties. In the window that pops up, click the tabs. They are where you change those settings.

I think you need administrator privaledges to do this, but not sure.
Anyway, I believe you do virtually the same thing as 98. but incase it's not, I'll tell you how to do winXP which might translate to 2k.
Start->Control Panel->Network Connections
then right-click the connection you want to change and click properties. then click Internet TCP/IP in the list and click properties. You can change that stuff in there. not the same as 98 though. there are no tabs
