Changing Exchange location in User Manager - ExMerge issue? or not?

Hi all,

I have two servers - a PDC and a BDC. Both of these are also Exchange servers. Some users have mailboxes on the PDC, and some on the BDC.

If my PDC falls down, and I promote the BDC to PDC, can I change the Exchange location of the PDC users to my BDC so that it creates mailboxes for these users on the BDC Exchange server? Remember, physical connection to PDC is gone!!!

I would be using Exmerge to copy their mailboxes in, but I obviously need to have the mailboxes created first. I just dont want to have to create 100 new mailboxes by hand.
