Changing encoding in XSL

Has anyone had any luck in changing the encoding attribute when performing a xml -> xml transformation ?

i.e. .xsl file contains ...
<xsl:eek:utput method=&quot;xml&quot; encoding=&quot;ISO-8859-1&quot; doctype-system=&quot;data.dtd&quot; omit-xml-declaration=&quot;no&quot; indent=&quot;no&quot; />

but, output file produced contains ...
<?xml version=&quot;1.0&quot; encoding=&quot;utf-8&quot;?>
