Changing default viewer for'Guest' account

I followed the steps outlined in the Crystal Knowledgebase article(ID c2009267)
to change the default report viewer to the ActiveX viewer for a 'Guest' Account.

I tested the changes and it works fine for IE browsers, but I only see a gray box when using Netscape.

I am confused because before I made any changes, I could view a report with the ActiveX viewer in Netscape. If I logged in and changed my personal settings, it would work.

Are there additional changes that I need to make to allow users to view reports with ActiveX viewer using Netscape?
