Changing default location for opening a file

How can I change the default location for opening files. Currently when I click on File>Open> it has me Look In.....Sample folder. I want to change this default location to another file I have.
 
I'm still on PShop 7.0 and the way it works is:

File > Open > It looks in the last folder that a file was opened from

It keeps reverting back to the 'samples' folder even though I open a file from a different location. However, when I go to close the file I've opened, it asks if I want to save it in the folder I opened it from. I want to be able to set it so that whenever I click on File > Open it will open the folder where I keep my files instead of opening the 'samples' folder. Any ideas??? I know in Office products I can set this in the Options under Tools.
 
Was it always like this?? If not:

Try resetting your preferences to factory defaults.
