Changing colors of active and inactive borders 2

Hi,
I would like to change the color of the active and the inactive borders of my application, but this should not affect the other application, so the WinAPIs GetSysColor and SetSysColor are ruled out. Is it possible to do this? If so how or is there a component for this?
