changing color of black and white image

Is it possible to take the black in a black and white image and change the color to a color on the color pallete

PageMaker cannot edit any image files. You will need an image editing software such as Photoshop or Corel Photopaint to change colors.<br>

Actually, depending on the type of image all you have to do is click on it & select a color.
