Changing cardinality

Is it safe to chane the cardinality between two tables, from A(1:1)-B(0:n) to A(1:1)-B(0:1), assuming table B doesnt have any fact data.
 
Cardinality is basically there to detect facts and ensure more complex query solving is met. The type of cardinality you propose would be used in snowflakes (where 2 dimensions are joined). Is it safe? It should be for non-facts
