Changing appearance in Windows 98 SE? 1

I have tried changing the colors of my windows through display properties, as well as editing the win.sys file. I cannot find the parts that control the color of the scrollbar background, or the text shadow for an unuseable item in the menu. If anyone knows perhaps a utility or anything that can give me some more control on my windows appearance, it would be greatly appreciated.

As far as I can see these two colours are programatically decided depending on the 3D objects colour (scrollbars) and the menu colour (shadow).
 
Got it working, I don't know why the colors didn't change before. It's just odd like that. Thanx for your help though.
