Changing AD topology

Our 2003 domain (with a few 2008 R2 DCs) is currently set up as follows:

Main Site - 2 DCs
11 Branch sites - 1 DC each

Every branch site has a site link set up between it and the main site.

Our main site will be going away, one of the branches will become the new main site. I am trying to set up site links between the new main site and each branch. I started with adding one site link between the new main site and a branch. It's been a couple days and there are still no connection objects in AD between DCs in those sites.

Is there something else I have to do to get those two sites talking to each other directly? Thanks.
