Changing Access permissions on a form

I have an access 2000 application which is using MS access security. I have setup my user and admin groups with permissions to edit a form.

I have a status field on the form and if the staus field is changed from "in progress" to "billed", I want to prevent any member of the user group from further editing, however any member of the admin group can continue to edit and canreset the form to allow users to edit again.

I cannot use allowedits= false as this prevents all users from editing.

Is there a way to prevent editing depending on the user ?
