changing a phone

i am changing a phone, i believe i need to out the phone and rebuild the new one (both digitals)

in the otm software i delete the old phone "status = out" and then go to sync; however it wont delete the phone. due to this i cant set the new one up using the same tn number (i have used a new one)

two questions :

1 - why wont it delete it?
2 - how can i delete the tn so that i can reuse it ?
