Changin Data in a file

Is there any way to change the data in a file using character streams. What i want to do is change the information saved in a text file for example the text file contain the following lines

1. Simon WestEnd NJ
2. Abraham Spring Field NJ
3. John Spring Filed NJ

I want to change the contents of the second line and save them in the same file. Is it possible to do this by using character streams? Yay Ghazi taray yay Pur-assrar bunday
