Changiing Security via boot disk etc

Is there anyway that the security setup on a drive can be changed via boot disk or some third party program if the Administrator access has been removed from the hard drive.

The administrator is not able to log on due to not having access to the C drive and all other users have been deleted.
 
for data backup
slave hdd in other pc, take over ownership then u can access the drive or use a knoppix cd to do so.
