Changes that require a reboot lock up VCM's 1

I have a system IP 500v1 5.0.20 that when a change is made that requires a reboot they are only able to make 9 calls out and then it says waiting for line. In SSA all channels show idle and I can call in just fine and access all 23 channels of the PRI. In the resources it shows that I am using 7 of 40 VCM's but when we try to place a call the congestion count goes up as if no VCM's are available. I plan to upgrade to the 5.0.26 to see if that fixes it and would prefer not to have to upgrade to 6.x because there are no new features that I need and do not want to pay for an upgrade. Has anyone else seen this issue? This only happens when a reboot is required for a configuration change. if you reboot or pull the power everything functions as normal.
 
Could be a hardware issue. Perhaps you could move the vcm card to a open slot.

 
All slots are full. I am going to try and swap out the VCM card itself and see if that is the issue.
 
I was finally able to swap out the VCM card and the problem went away.
