Changes Image Colors

I am trying to figure out a way to do the following.

I have an image that I want to be able to select a certain section of it and change the color of that section only.

For example: The picture is of a baseball jersey (line/vector graphic) and I want to be able to take the base picture and change the color of the collar or the sleeves etc.

Is the RGB filter the answer maybe? The PixelGrabber??

Any ideas?? :-(
