Changes don't apply Call Manager 6.0

The last couple of days I have made some changes in my call manager, mostly adding extensions to phones, and changing hunt groups, that while the changes save and I restart the devices in question, the changes don't apply. I have a publisher and subscriber server and they are both running and no errors are showing up in the logs. Has anyone seen this happen before and will a reboot of the publisher or subscriber resolve my issue?
 
I'm logged into the publisher, so thats where I'm making the changes too.
 
I have never seen that problem. I would recommend opening a TAC case
 
sounds like a db replication issue.
Try registering a phone to the publisher instead of the subscriber and see if the changes take then. If so your db is not replicating to the subscriber.
