Changed CLEC to LEC now can't conference 1

I replaced PRI service with AT&T local with a PRI from BellSouth. Now the end users on my Merlin Magix can't conference. BellSouth says it is programming in the Merlin. We switched because we were having problems on AT&T with 1 way transmission (they couldn't hear the callers sometimes) It is a problem we had at 4 other sites. Now we have this new problem. What could it be?
 
When you say you can't conference, I trust you have tried internal conferencing to rule out the conferencing feature as a whole (not that it is possible to completely disable it). When the system prevents you from conferencing, what happens when the conf button is pressed the 2nd time to complete the conference? I wouldn't rule out the PRI programming yet even though it has just happened by switching carriers. I'm reaching for things without knowing that the PRI is programmed appropriately, but you may need to verify that the switch type in the PRI is correct. AT&T local may have had a 5ESS while Bell South may have a DMS 100. It could be something as easy as that.
 
After we tried to set up a vendor meet problem mysteriously disappeared. We were going to contract an Avaya partner to go out and work with the LEC.
