Change Tracking Excel 2003

I have and excel document that has 2 worksheets, I want to be able to Protect the document so it's read only AND be able to track any changes to the history sheet which users can always see. Is this possible, I'm wanting to use this so that if changes are made by allowed users, all users can refer to the history sheet to see any/all changes made.
