Change the service sequences started on boot using centos 6

I had configured local dns and dnsmasq on centos 6. I cant start dnsmasq when I started named first.But I started dnsmasq before started named. I configure local dns to listen on any and dnsmasq to listen address = 127.0.0.1 and bind-interfaces. But I got error messages on dnsmasq "127.0.0.1 address already in use" when I started named first.Any idea to change dnsmasq started first before started named service on boot?
