change the name on the Win 10 welcome screen.

I want to permanently change the name on the Win 10 welcome screen. I can go to computer management, local users, users, properties and change the old name to new name. When I reboot the new name appears. However, the info at users, properties then changes back to the old name, and the old name appears when I reboot next. The registry entry at computer/HKEY_CURRENT_USER/volatileenvironment/username shows the new name. How can I make it always reboot with the new name ? I don't want any password or pin to be needed at bootup. Thanks.
 
Unless you are running what's known as a local account, the name that appears at login is based on your account on microsoft.com (or live.com, or wherever). You need to log in to Microsoft's web site to change your identity.
