change the color of a photo

I am trying to change a grayscale photo to one of the spot colors I have made in Publisher. I've tried "format/photo/color", etc but when I click on the spot color I want to change my photo to...nothing happens. I would appreciate some help

right click the photo/format picture/picture/recolor/color/then pick the color.
