Change sql 2000 license from per seat to per processor

SQL 2000 was installed on a new server and per seat was chosen. This server now holds our production databases and found out we are acutally licensed by processor (2). I've read that this can only be changed by re-installing sql server, but that seems ridiculous. This is a live server. Is this not just a registry setting? Can we add the per processor, then somehow delete the per seat?
 
You can check the SQL Server 2000 Licensing icon in the control pannel, but you'll probably notice that the radio buttons are greyed out.

As long as you have the paperwork to cover the license change you shouldn't need to actually change the license. Just set the CAL count high enough that you don't get any errors.

The only official way to change it is to reinstall.
