When I click Text Box Tool icon or Add Sticky Note, I normally change size or color of texts. Properties Bar is already marked. But frequently, the bar for editing text does not automatically appear. How can I make it appear all the time and manually appear when it does not?

I know and checked Toolbars. The following Toolbars are selected
- Advanced Editing, Comments&Markup, Edit, File, Find, Page Display, Navigation. Select&Zoom, Tasks, Properties Bar.
However, I can not see a bar with Tt, tT...., so you can change text color & size, etc. This normally happens with the existing PDF files, rather new files just created.
