Change SharePoint Look and Feel

Does anyone know how I can change the look and feel for sharepoint.I want it to look somethin like this...

How do I add a colum? Please help!

I would suggest getting a copy of frontpage 2003. You can do alot more to sharepoint with. Just make sure to always make a backup.
