Change RVC Key in Micros 3700

I am wondering how to take off the authorization needed to change RVCs in micros 3700. Right now, I have configured it so that servers can use their id numbers to change over from the restaurant to the banquet but is there a way to eliminate the use of any id number so that an rvc change can be done by using "Change RVC key?"

Have you tried the option bits "Disable sign-in to other RVC" and "Allow use of change RVC key" under Employees > Employee Classes > Clock In / Sign In?
