change root

I have a red hatlinux 9.0. and I install pure-ftp at home. I cannot active the "change root" function. That means one of the user login into the system. He/She can go to everywhere in the system. Suppose he/she can only inside the home directory. Any package I forget to install.

man chroot; you may want to assign their shell /bin/false.
