Can a photo (purchased on line) at 72 DPI be changed to 300 DPI and if so how?

Yes. Image > Image Size... and change the resolution to 300. However, this does have consequences.

If you leave resampling off, the image data remains the same. In other words, if the pixel dimensions are 3000 x 2000, they won't change. However, the image will be interpreted differently by, say, page layout applications. At 72dpi, 3000 pixels will be approximately 41.7 inches (pixel count divided by the resolution). At 300dpi, 3000 pixels will be 10 inches; about 4 times smaller, but a better quality image for print.

If, on the other hand, you turn resampling on, the image data will change. A 41 inch file will remain at 41 inches, but the file size will increase dramatically. That's because Photoshop is adding an extra 228 pixels every inch in both dimensions (or 51,984 extra pixels per square inch). It also has to guess what colour these pixels might be. This often results in a blurred effect which, depending on the image, will probably be quite noticable.
