Change Region Settings

Hi,

I am working with Oracle 9ias and I need to update the Language and Region being used by this server.

I know that I have to use the following commands:

-D user.language = en
-D user.region = US

But I am not sure how to implement these. Can someone please tell me how I can update these settings?
