Change permissions for Remote Desktop user

I have a group of users who are allowed to logon using RDP and that is their only method of actually logging in since the clients are thin clients. However, I would like them to customize some aspects in their account and to start with: the desktop. Changing desktop background is not allowed and the section (even though you can access it) is grayed out.

How do I go about to change this?
 
1. Make sure that each user has his own profile, roaming or local. You should use roaming if you are using more than one TS.

2. Check for policies that are applying to your users. (rsop.msc should do it if you have access)

3. Also check if the profile they're using is not mandatory.
