change password length

Hi,

Can I change the password security only for root(e.g. min. password length apply for system users) but not affect the email users on sendmail in RedHat Linux.

Thanks your reply, but the link you provided is focus on how to set password length, I am focus on different policy between root and end user account.

e.g. set min. pssword length to 9 char for root account, set min. pssword length to 8 char for end user account using different policy, what can I do.
