Change number of rings for Voicemail Answering

We are having a problem programming the number of rings for voicemail to pickup for extensions on our Partner 18D system. When you dial an extension, it rings and rings before it goes to voicemail... we would like to change it pick up on the 4th ring.
When we follow the instructions in the manual, we get error messages.
What are we doing wrong? Can someone give up the simple steps to set this up?

in programming #321 except if you have a really old Partner II system will set the voicemail cover rings
