I would say no because if your domain policy said min password length is 8 chars and you made a local policy saying length is 7 then the min password would be 8 assumming the server is in the domain.
But what if I don't set the min. password length in domain policy and the local policy saying length 8 chars, will this local policy affect the domain users?
I only want to set the Adminstrator's password length policy on AD server but don't want to affect the end user, is there any alternative way to accomplish it!
Is the server in question a member server or domain controller? If it is a member server and you don't have a minimum length specified in the Default Domain Policy, then you should be able to set a local security policy for the server that sets a minimum password length for local accounts only.
If the server in question is a domain controller, then there is no such thing as a local policy for that server.
