Change Management/Problem management methods/Packages for MQ

Current MQ environment, 8-10 Production UNIX nodes
6 AS/400 LPARS
1 z/OS
20+ Windows servers.

I am looking for current real world examples of how to
handle Problem management (such as event management) Change management. I would like any suggestions/examples weather its custom methods designed locally OR packages purchased. Also what methods have been used to WRAP MQI calls so that developers have access to all the functionality of MQ but only at the discretion of the administrators.

Currently we use Tivoli for monitoring. I don't feel that we are using it sufficiently.
We are thinking of purchasing a package called Bristol (sp).
