change ip address of dhcp server on multihomed computer.

I have a multihomed windows 2000 server running DHCP and DNS. I have one nic that has an IP of 192.168.131.1 and the other is 192.168.131.4. When I go into the DHCP console it shows the DHCP ip address of 192.168.131.1, but I would like to change it to 192.168.131.4. When I try to disable the 192.168.131.1 nic and go into the DHCP console it freezes and shows the DHCP server as disabled.

 
Have you checked the NIC bindings of DHCP server?

You can do this at this location:

Open DHCP Console > Right-click the DHCP server > Properties > Advanced > Bindings
 
Yes, under the bindings both nics are listed; I unchecked 192.168.131.1, but ip address still doesn't change.
