change det default value in NEW commands in TTY

i treid to change the default value in new
when i get to de point
TGAR Trunk Group Access Restriction the default value is 1 but i dont like that.
how do i change this so it vill be default value 0 and i only work in TTY
LNRS Last Number Redial Size the default value is 16 but i dont like that.
how do i change this so it vill be default value 0 and i only work in TTY

i know that is possible in MAT/OTM but inn TTY I don´t know

and no i dont like to use CPY i only want to change the default value when a usning NEW
