Change Default Proxy and Homepage settings 2k & XP

Can anyone tell me how I would be able to change the default proxy and homepage settings in Internet Explorer 6 on both 2k & XP machines so that when a new user logs on they are automatically given the settings of our Intranet & Proxy Server.

I can do this on the LAN using group policys from the server but these don't seem to cross over on our WAN so I need to change the settings within the default profile somehow.

Any help is appreciated
