Are the feathers embedded within a picture or all by themselves?
There are many different ways, try starting with the following.
Layer > New Adjustment Layer > Color Balance
Name the adjustment layer > OK
Play with the sliders , select shadows or midtones or hightlights etc.
Since this is an adjustment LAYER your orig remains as it was.
