Change color on hot spot

Can I change the color of a hot spot the way you do on a text hyperlink on mouse over?

How are you creating color on a hotspot? Are you talking about the color of the border around the whole image?

The hotspot has the color of the graphic that I created in PhotoShop. I just wondered if there is any way to call attention when you pass the mouse over it.

You'll need to use ImageReady to slice the image, then use ImageReady or JavaScript to call a rollover when mouseover.

I don't have ImageReady. Is it possible to slice it with PhotoShop or Illustrator? What is ImageReady anyway?
