Change call type to unknow, for LD and International

We will rid off the PIC code from the PSTN side and we will insert or dialed from the OPT11 so when I am testing the call with the PSTN (Bellsouth) they said me that I am sending the 1010xxx 011-xxx-xxx-xxxx but their swicth see the call as a National call and expect only 10 digit, so the call can't go thru, can anybody know how to set the call type international on the D-Channel or the RDB (route).
 
I already do that in the RDB and DMI but the local pstn said that they are receiving the call as N1 so their switch believe is a National call and drop the call. Any clue that what is happening ?
